Best Arizona Sportsbooks November 2023
In Arizona, gambling on sports was illegal for some time. It took a while for a bill to pass through the legislature, but now, after much deliberation, sports betting is legal in the state. April 2021 saw the passage of HB 2772, which legalizes not only online sports betting but expands the scope of gambling at large in the state.
Arizona floated an sports betting bill in 2019, but it fizzled out without any decisions being made. Attempts to get sports betting legalized have come and gone in the legislature, but one bill was finally able to stand the test of scrutiny and make it to the governor's desk.
In 2021, Arizona lawmakers finally agreed on a sports betting framework, and the AZ Department of Gaming approved several licenses. After the rules were finalized, betting went live on September 9th, 2021.
And more sportsbooks will join the fray in 2023, as the ADG has received applications for the final three sports betting licenses in the state (one for a Native tribe and two for a sportsbook partnered with a sports team/franchise).
One of those has been awarded, as bet365 will partner with the Ak-Chin Indian Community (formerly with Fubo)!

Mistakenly, Pointsbet were denied a license, despite allegedly receiving a license from the ADG initially. The ADG states that “On Monday, August 23, 2021, an administrative error led to the false issuance of a Tribal Event Wagering Operator License to Cliff Castle Casino Hotel entirely outside of the license allocation process used to distribute the available licenses."
Expect PointsBet to dispute the denial, and try to make its way to a launch in Arizona.

ARIZONA RETAIL SPORTSBOOKS
Arizona made good on its promise to go live with legal sports betting on Sept. 9 of this year. Retail sports betting in this state is a hybrid system. Tribal casinos control half of the 20 retail licenses. The other 10 retail books will operate through sports venues and professional sports teams.
The Tonto Apache Tribe was the first in-state tribal gaming operator to go live with legal retail sports betting. This book is located at its Mazatzal Hotel & Casino. The casino’s mobile operating partner was TwinSpires before the brand ducked out of online sportsbooks. FanDuel partnered with the NBA’s Phoenix Suns and DraftKings formed an alliance with TPC Scottsdale.
DAILY FANTASY SPORTS IN ARIZONA
Many states consider daily fantasy sports legal as they fall into a no man’s land in terms of betting regulations. Arizona had laws barring DFS until 2021, when DFS became legal underneath a sweeping gambling legislation signed by Governor Doug Ducey.
Now, sports betting and DFS are legal in the Grand Canyon State. Users will be able to get online with a number of well-known DFS providers. FanDuel and DraftKings have now launched their DFS platform in addition to their sportsbooks, and we hope to see new favorite Monkey Knife Fight.
ARIZONA BETTING LAWS & TIMELINE
Arizona residents had waited patiently for their state to catch up with others that had already legalized sports betting: now the wait is over. The Arizona Department of Gaming has finalized their ruleset, and will go live with legal bets at the outset of the 2021 NFL season. Operators will accept users for pre-registration in August and start to offer legal betting in September.
HISTORY OF LEGAL GAMBLING IN AZ
Arizona had a sordid history with legal gambling until recently. The AZ Lottery has existed since 1980, and for a while that was the only form of legal gambling in the state other than HHR terminals (historic horse racing). 1992 saw Arizona attempt some legal changes with regard to tribal authority over legal betting, which caused controversy, as many tribal casinos were seen as offering illegal gambling as a result.
Along comes HB 2772, which passed both arms of the Arizona legislature in April 2021. After many bills came and went, HB 2772 was the one that was able to secure support on both sides of the aisle and the governor, Doug Ducey. HB 2772 is a sweeping gambling legislation package that addresses the desires and concerns of numerous parties, such as the ones above like tribal casino operators and interested citizens looking to place legal bets.
Rules have been finalized, and licenses are going out with approval from the Arizona Department of Gaming with a mobile tax rate of 10% of revenue. The 10% mobile tax rate is among the lowest in the country, so it's going to be a competitive market as operators vie for one of the 20 online sports betting licenses available in the state.
TIMELINE OF LEGAL ONLINE WAGERING IN AZ
- September 9th, 2021: Arizona sports betting goes live for all eligible users.
- August 28, 2021: Pre-launch period begins, and operators will register users with small preregistration offers.
- July 7th, 2021: The public comment period regarding sports betting in AZ ends at midnight. After this, the Arizona Department of Gaming finalizes their ruleset and begin accepting license applications.
- May 24th, 2021 The US Department of the Interior approves the changes to the tribal compact indicated in HB 2772.
- April 15th, 2021: Gov. Doug Ducey signs HB 2772 into law.
- April 12th, 2021: The AZ Senate approves HB 2772.
- March 4th, 2021: HB 2772 is approved by the AZ House.
- January 14th, 2021: In response to budget concerns, issues of illegal gambling, and more, Governor Doug Ducey indicates his support for a legal sports betting framework.
Here's a simple breakdown of the finalized rules: a 10% tax rate from online revenues, 20 available licenses, and an expansion of casino gambling for tribal facilities.

Now, all that's left to do is wait with bated breath for NFL season to begin, and it's off to the races for AZ sports betting. Make sure to check out the top-tier operators that we've mentioned here: they're sure to have offers for new users once betting goes live in the Grand Canyon State.
ARIZONA SPORTS BETTING: EVENTS AND BETTING MARKETS

We've already got a good idea of who will enter the market, as the majority of licenses have already been snatched up.

BETTING ON PRO SPORTS TEAMS IN ARIZONA
Arizona is lucky to have a team competing in each of the four major leagues (NFL, NBA, NHL, and MLB). There’s also a broad fan base of support in the state, willing the teams to succeed in their respective leagues.
While each team’s history isn’t as long or rich as some other states, here are the teams you can expect to wager on in Arizona.
NFL BETTING IN ARIZONA
Football is possibly the most popular sport to bet on in America. Although Arizona hasn’t been particularly successful in football in recent years, the fan base is hugely loyal and supportive.
Previously from St. Louis in Missouri, the Arizona Cardinals moved to Phoenix, Arizona in 1989. They are one of the oldest franchises in the NFL, having started in Chicago, Illinois, back in 1898.
Their home turf, State Farm Stadium, has hosted a few Super Bowls, although the Cardinals last played in a Super Bowl in 2008. They compete in the National Football Conference West Division.
NBA BETTING IN ARIZONA
Arizona’s basketball team is another reason sports fanatics long for sports betting to open up. The NBA is wildly popular among Americans and throws up many options for Arizona betting sites to offer bettors in the future.
Phoenix, Arizona, is home to the Phoenix Suns. They are members of the Western Conference Pacific Division and are the only team outside of California in this division. You can trace their history back to 1968, although it’s yet to include an NBA Championship win.
The Footprint Center (formerly PHX Arena) is the team’s home ground. This venue is finally renovated after being in the throes of a $230-million upgrade project, including a $45-million performance arena and practice facility.
NHL BETTING IN ARIZONA
Although you wouldn’t think that Arizona’s heat would be suitable for ice hockey, the sport remains popular in the state. When Arizona online sports betting operators launched in the state, residents found themselves with numerous Arizona online sportsbooks offering competitive odds on NHL games.
The Coyotes have been Arizona’s NHL team since 1996. Before that, the team was the Phoenix Coyotes, having started life in Canada as the Winnipeg Jets.
They play in the Pacific Division of the Western Conference but are moving back to the Central Division from the start of the 2021-2022 season. The Coyote’s home ground is the Gila River Arena in Glendale.
MLB BETTING IN ARIZONA
Baseball has a good following in Arizona and is bound to be a welcome addition to sports betting apps. Arizona betting sites should benefit from offering in-play betting on MLB games, encouraging eager fans’ participation in betting in Arizona.
The Arizona Diamondbacks, fondly known as the D-backs, only joined Major League Baseball in 1998. A mere four seasons later, in 2001, they beat the New York Yankees to win the World Series and became the fastest expansion team to do so.
They play in the National League West Division and have done so since their inception. Chase Field, formerly the Bank One Ballpark, is the D-back’s home ground.
